One half of the pair that made the kingship a statement about geography. Nekhbet the vulture is Upper Egypt and Wadjet the cobra is Lower Egypt, and the king's nebty or Two Ladies name asserts that he holds both. Her epithet, father of fathers and mother of mothers, is not confusion: it is a claim to be prior to the distinction.
