Egyptian religion is local before it is national. A god belongs to a city, rises and falls with that city’s fortunes, and takes on the attributes of whatever it absorbs on the way. Amun is a minor Theban god until Thebes runs the country, and then he is king of the gods. Montu was the state god of Thebes before him and ends up as a war god because his own city replaced him.
